Satellite connectivity, without the hype
Satellite connectivity is the fastest-moving corner of Australian enterprise communications — and the gap between what is marketed and what is deliverable has never been wider. Headlines about "Starlink voice calls" describe app-based calling over low-bandwidth satellite links, not the native mobile calling most businesses assume. Meanwhile, genuinely dependable satellite voice and data is available today through dish-based services.
VoicePlus manages mobile and endpoint fleets for Australian enterprises, so we sit across both worlds: what the carriers are launching for handsets, and what actually delivers reliable connectivity for remote operations right now. As an authorised dealer through Pivotel, VoicePlus provisions and manages Starlink services for enterprise remote sites — integrated with telecom expense management, device lifecycle, and the VoicePlus Atrium portal.

The State of Satellite Connectivity in Australia
Two distinct satellite technologies now serve Australian enterprise, and understanding the difference is the foundation of every good deployment decision:
- Satellite direct-to-mobile (Direct to Cell) — your existing phone connects to satellites acting as cell towers in space. Convenient and automatic, but currently limited to text messaging and light app use. No native voice calls, and no Triple Zero access.
- Dish-based satellite broadband (Starlink Standard, Business, and Flat High Performance) — dedicated hardware delivering full broadband at a fixed or mobile site. Supports native voice via WiFi Calling, video conferencing, and business applications today.
For enterprise remote operations, the dish is the dependable option now; direct-to-mobile is the safety-net layer for people on the move. Most well-designed remote connectivity strategies use both.
What's Real Today
Three satellite capabilities are commercially available to Australian enterprises right now:
- Telstra Satellite Messaging — text messaging via Starlink Direct to Cell on compatible phones, live since June 2025. Included on eligible Telstra Upfront Mobile and Business Mobile plans at no additional charge.
- Telstra Select Satellite Apps — launched July 2026; low-bandwidth access to WhatsApp, Facebook Messenger, Signal, Google and Apple Maps, and weather apps when beyond mobile coverage. Not designed for real-time voice or video, and Triple Zero is not available.
- Starlink dish services — full broadband at remote sites today, supporting native voice via WiFi Calling, video conferencing, and business systems. Provisioned and managed by VoicePlus through our Pivotel dealer arrangement.
What's Coming
Three developments will reshape Australian satellite connectivity over the next several years — none of them deliverable today:
- Native satellite voice calling on standard handsets — in testing globally, tied to SpaceX's next-generation satellite constellation (targeted from 2027) and carrier core-network integration that has not yet happened in Australia.
- Optus satellite-to-mobile — announced in 2023, with the launch timeline under re-evaluation. Starlink continues to list Optus as an Australian partner network.
- The Universal Outdoor Mobile Obligation (UOMO) — proposed legislation before Federal Parliament that would require baseline outdoor voice and SMS coverage nationally, with a default commencement of 1 December 2027 if passed.
VoicePlus tracks this landscape as part of our carrier management services — so our customers make decisions on what's real, not what's announced.
Starlink Services — Provisioned and Managed by VoicePlus
As an authorised dealer through Pivotel, VoicePlus provisions Starlink dish services for enterprise remote sites — mine sites, regional depots, vessels, construction projects, and disaster-recovery kits. The managed engagement covers three responsibilities:
- Hardware and plan provisioning — Starlink Standard, Business, or Flat High Performance hardware matched to the site profile, with the right service plan for the data and mobility requirement.
- Billing integration — satellite services billed and reported alongside your mobile fleet through VoicePlus telecom expense management. One invoice view, full cost attribution.
- Ongoing management — adds, moves, and changes, service monitoring, and HelpDesk support as part of your broader managed mobility environment.
Reliable Voice at Remote Sites — Today
A Starlink dish paired with WiFi Calling gives your team full native mobile calling and SMS at any remote site, using the phones and numbers they already have. No satellite handsets, no new numbers, no waiting for direct-to-cell voice technology to mature.
This matters for safety planning as much as productivity: Telstra states that Triple Zero cannot be reached over its satellite-to-mobile service — by call or by text — and that the service should not be relied on in an emergency. Where emergency calling capability is required at remote sites, dish-based connectivity with WiFi Calling, or dedicated safety devices, remain necessary.
Satellite-to-Mobile Advisory for Your Fleet
Telstra's satellite services are already in your users' pockets — if the device, plan, and software line up. VoicePlus helps enterprise fleets capture that capability safely:
- Device and plan eligibility assessment — identify which of your devices, plans, and users can access Telstra Satellite Messaging and Select Satellite Apps today, and what a refresh cycle would unlock.
- Field team expectation-setting — accurate guidance for remote workers on what the service does, what it doesn't do, and the emergency-calling limitations that must inform safety procedures.
- Device standards and lifecycle alignment — build satellite capability into device standards and refresh planning through VoicePlus Device Lifecycle Management.
Atrium Portal Integration
Satellite connectivity isn't a bolt-on. Through the VoicePlus Atrium portal and telecom expense management services, satellite plans and hardware are managed alongside your mobile fleet:
- Single portal — satellite services visible alongside mobile, telecom expense, and device lifecycle. No separate logins, no separate dashboards.
- Unified reporting — satellite service status, usage, and cost reported in a consistent format with the rest of the managed services environment.
- One support desk — the VoicePlus HelpDesk supports satellite services alongside your broader fleet for incident escalation, change requests, and operational questions.
Frequently Asked Questions
Is Starlink voice calling available in Australia?
Not as native calling. You cannot dial a standard phone call over a satellite-to-mobile connection in Australia today. Telstra's Select Satellite Apps service (via Starlink Direct to Cell) supports messaging apps, and while some apps such as WhatsApp technically offer calling, Telstra states the service is not designed for real-time applications like voice or video calls. Full native voice at a remote site is available today via a Starlink dish with WiFi Calling.
What about the "Starlink voice" service in America?
It's the same architecture as Australia's. T-Mobile's T-Satellite supports voice and video calls through apps like WhatsApp over a low-bandwidth satellite data link — not native dialled calls. Native satellite calling is still in development globally.
Can I call Triple Zero over a satellite-to-mobile connection?
No. Telstra states you cannot call or text Triple Zero over its satellite service, whether directly or via messaging apps, and that the service should not be relied on in an emergency. This is a critical point for remote-work safety planning — dish-based services with WiFi Calling, or dedicated safety devices, remain necessary where emergency calling is required.
Which phones work with Telstra's satellite services?
Satellite Messaging supports iPhone 13 and later, Samsung Galaxy S24/S25/S26 ranges plus selected A, XCover and Z series models, and Google Pixel 9 and 10 ranges. Select Satellite Apps currently supports a narrower list — iPhone 13 and later and the Samsung Galaxy S26 range — with older Samsung models gaining support via the One UI 9.0 update. Devices need the latest software, and BYO device compatibility may vary.
Does satellite messaging cost extra on Telstra?
No. Both Satellite Messaging and Select Satellite Apps are included on eligible Consumer and Small Business Upfront Mobile and Business Mobile plans at no additional charge. App data used over satellite counts toward your existing plan allowance.
How do I connect? Is there anything to activate?
Nothing to activate. When a compatible phone with current software is beyond Telstra's mobile network, outdoors with a clear view of the sky, it automatically connects — "Telstra SpaceX" appears in the status bar. Download and log into compatible apps before travelling, as apps can't be downloaded or updated over satellite.
What can't the satellite-to-mobile service do?
It's designed for short, lightweight use: texts, light app messaging, basic maps and weather. It does not support full internet access, traditional voice calls, streaming, in-app video/audio calls, large transfers, cloud backup or always-on services. Connections can be slow, delayed or intermittent, and availability isn't guaranteed.
I'm an Optus customer — when do I get satellite-to-mobile?
Optus signed with SpaceX in 2023 but has not yet commercially launched, and is re-evaluating its timeline following regulatory and technical delays. Starlink continues to list Optus as an Australian partner network. TPG/Vodafone has demonstrated satellite SMS with Lynk Global but has announced no commercial date.
When will native satellite voice calling arrive?
Voice is in testing internationally, with capability comparable to normal cellular tied to SpaceX's next-generation satellites targeted from the second half of 2027 — plus core-network integration work Australian carriers haven't yet completed. Treat any earlier date as speculation. (Analyst view: Venture Insights has forecast a standalone Starlink mobile service could reach Australia around 2030; SpaceX has announced no such date.)
What's the difference between Direct to Cell and a Starlink dish?
Direct to Cell connects your existing phone to satellites acting as cell towers in space — convenient, but currently limited to messaging and light apps. A Starlink dish is dedicated hardware delivering full broadband at a fixed or mobile site — supporting native voice via WiFi Calling, video, and business systems today. For enterprise remote operations, the dish is the dependable option now; Direct to Cell is the safety-net layer for people on the move.
Can VoicePlus manage satellite services alongside our mobile fleet?
Yes. VoicePlus provisions Starlink services through our Pivotel dealer arrangement and manages them within your broader environment — inventory, expense management via Atrium, device policy, and support — the same way we manage your mobile and endpoint fleet.
