The Jasper SIM — Three States and How Billing Works
The Jasper SIM is what makes the Cisco IoT Control Center platform commercially distinctive. Unlike a standard cellular SIM that bills from the moment it is shipped, a Jasper SIM operates in one of three platform-controlled states, and only the active state incurs full connectivity charges.

- Ready state — the SIM is shipped to the customer and held in inventory, ready to activate when devices are deployed. No connectivity charges apply until activation. SIMs can sit in ready state for months or years, waiting to be deployed.
- Active state — the SIM is activated and connected to the customer's chosen data plan. Connectivity charges apply per the plan structure. Adds, moves, and changes can be applied from the platform at any time.
- Deactivated state — the SIM has been retired from service. Connectivity is removed. The SIM remains on record in the Control Center for audit history, but no further charges apply.
SIMs can be moved between states at any time from the platform. This makes Cisco Jasper IoT particularly well-suited to deployments where device usage is variable — seasonal retail, event-driven activations, equipment that's deployed in advance of operational requirement, or any environment where connectivity needs change over time.
Telstra M2M Control Centre — Australian Network Deployment
VoicePlus delivers Cisco IoT Control Center services in Australia through Telstra's M2M Control Centre — the Australian carrier deployment of the Cisco platform. Three things define how the service operates in Australia:
- Telstra 4G cellular network — services operate on Telstra's national 4G cellular network, with Australia's most extensive enterprise IoT coverage including remote, regional, and metropolitan areas.
- RCM device certification required — any device deployed on the platform must carry the Regulatory Compliance Mark (RCM) administered by the Australian Communications and Media Authority. VoicePlus can advise on device selection or include certified devices as part of an equipment bundle.
- Australia-delivered service — the service is delivered in Australia for Australian-based devices. International roaming is available as an option but is not enabled by default. Talk to VoicePlus about international roaming requirements before deployment.
Pricing Model — Three Components, Transparent Structure
VoicePlus Cisco Jasper IoT pricing has three distinct components, billed monthly per active SIM. This structure makes it easy to understand what you are paying for and forecast spend at scale:
- VoicePlus VAR fee — covers the managed service component: solution design, SIM provisioning, Control Center configuration, day-to-day platform administration, reporting, and HelpDesk support.
- Cisco IoT Control Center platform access — the Cisco platform fee, per active SIM, covering Control Center dashboard access, automation rules, anomaly detection, reporting, and APIs.
- Telstra plan fee — the cellular connectivity component: data, voice, and SMS allowances on the chosen plan. Multiple plan options are available depending on data volume and connectivity requirements.

Plan Options — Choosing the Right Structure
Telstra M2M Control Centre offers four plan types depending on device requirements and deployment scale:
- M2M Data Plans (per-SIM) — each SIM has its own monthly data allowance. Suitable for deployments where each device has predictable usage and individual cost tracking is needed.
- M2M Group Data Plans (pooled) — data allowance is pooled across multiple SIMs in the same plan group. Suitable for deployments with variable per-device usage where heavy users and light users balance out across the pool. This is the most flexible option for most enterprise deployments.
- M2M Data+ Plans — add voice connectivity to the data plan for devices requiring voice or emergency call capability, such as alarm systems, monitoring equipment, kiosks, or interactive endpoints.
